Other settings I am using - H.264, Youtube 1080p preset, max bit rate 16. However, I did do a test re-render at 60 fps which actually seemed to help the problem, however I am aware that doubling up the frame rate of the source is not a good long term solution. I am currently rendering my output to match my source footage which is 30 fps.
